The author considers finite subsets of a projective space \(\mathbb P^n\) over an algebraically closed field. For such schemes \(Z\), and for any fixed degree \(d\), the author considers the linear span of the image of \(Z\) in the Veronese embedding of degree \(d\) of \(\mathbb P^n\) into \(\mathbb P^N\). As \(Z\) ranges in the space \(W\) which parameterizes complete intersections of type \(d_1,\dots,d_n\), the span of the image of \(Z\) describes a constructible subset \(\mathbb I\) of the product \(W\times \mathbb P^N\). The dimension of \(\mathbb I\) can be easily computed in terms of the data \(d,d_1,\dots,d_n\). The author is interested in the projective closure of image of \(\mathbb I\) in the projection to \(\mathbb P^N\). This is a projective subvariety \(\eta\), that arises quite naturally in the study of Waring decompositions of homogeneous polynomials. The main question addressed in the paper under review concerns the dimension of \(\eta\). The author proves an initial result in this direction. Namely, he proves that for \(n=2\), \(d_1=d_2=b\) and \(d\geq b\geq 4\), and in any characteristic different from \(2\), the projection \(\mathbb I\to \eta\) is generically finite, so that \(\eta \) has the expected dimension \(b^2+\binom{b+2}2-3\).
