This short paper is concerned about determining the permittivity for a time-harmonic Maxwell's equations with the following given information: the permittivity \(\epsilon(\mathbf{x})\) differing from a given constant \(\epsilon_0\) inside a compact domain \(\Omega_0\subset\mathbb{R}^3\); the electric field magnitude given for all frequencies and on the boundary of a domain surrounding \(\Omega_0\). By analyzing an asymptotic expansion of the solution to a direct problem at very high frequencies, the author shows that with the given information, the original inverse problem is reduced to the well-known inverse kinematic problem of determining the refraction coefficient \(n(\mathbf{x})\) inside \(\Omega\) from the given travel times for an electromagnetic wave propagating between any pair of two points on the boundary of this domain. This reduction opens up the possibility of obtaining a constructive solution to the original inverse problem.
