The density of surface states near band edges is investigated within the framework of the Anderson model. Both fluctuating boundaries and fixed boundaries are considered. In the case of fluctuating boundaries one obtains Lifshitz tails whose parameters are given by the initial operator reduced appropriately to the surface. In the case of a stable boundary the surface density of states behaves as if the surface potential would be constant.
