In this paper, the authors introduce and consider paratransitivity, that is, a weaker notion of transitivity for linear transformations between finite-dimensional vector spaces over algebraically closed fields. A set \(C\) of linear transformations \(T\) from \(V\) to \(W\) is said to be transitive if, for any non-zero vector \(x \in V\) and any \(y\in W\), there is \(T \in C\) such that \(Tx =y\). An algebra \(A\) of linear transformations from \(V\) to \(V\) is defined to be \((k, m)\)-transitive if, for subspaces \(W_1\) and \(W_2\) of \(V\) with dimensions \(1 \leq \dim W_1= k\), \(\dim W_2 =m \leq \dim V\) for some \(k, m\) fixed, the intersection \(A W_1 \cap W_2\) with the image \(A W_1\) under \(A\) is non-zero. An algebra \(A\) is \((1, 1)\)-transitive if and only if it is transitive. An algebra \(A\) of operators from \(V\) to \(V\) is defined to be \(d\)-irreducible if \(d < \dim V\) and the codimension of every non-zero invariant subspace of \(A\) is less than \(d\). An algebra \(A\) is \(1\)-irreducible if and only if it is irreducible, i.e., there are no non-trivial invariant subspaces of \(A\), which is equivalent to \(A\) being transitive. It is shown that an algebra \(A\) is \((1, d)\)-transitive if and only if it is \(d\)-irreducible. Among other things, the authors consider the algebraic or geometric structure of minimal \((k, m)\)-transitive algebras \(A\) and explore the connection of paratransitivity with invariant subspaces of \(A\), where \(A\) is minimal \((k, m)\)-transitive if it contains no proper \((k, m)\)-transitive subalgebras. For Part II, see [ibid. 1974--1989 (2013; Zbl 1285.47011)].
