    From the introduction: We study singular perturbations of the nonnegative operator \(\mathbb D^{2s}\), \(s>1/2\), in the complex separable Hilbert space \(L^2(\mathbb T)\), \(\mathbb T= \mathbb R /2\mathbb Z\). Up to the factor \(i^{2s}\), this operator coincides with Weyl's 2s-th-order derivative of a 2-periodic function, \[ \mathbb D^{2s}:= (\mathbb D^2)^s, \quad s>1/2, \quad \mathbb D^2:= - \frac{d^2}{dx^2}, \quad \operatorname{Dom} (\mathbb D^2):= H^2(\mathbb T). \] For the perturbation, we take an arbitrary (complex-valued) distribution \(V\) lying in the negative Sobolev space \(H^{-s}(\mathbb T)\). For the operator \[ S(V):= \mathbb D^{2s} \dotplus V, \quad s >1/2, \] we establish approximation and spectral properties (localization and distribution of eigenvalues, and completeness of the system of root functions).
