Let \(X\) be a complex Hilbert space. The author considers a class of semigroups of operators on \(X\) whose generators are linear relations. Let \(T=T(t)\) be a semigroup on \(X\) with the generator \(\mathbb A_c\) in the linear relation \(LR(X)\) of \(X\). An analog of the Gearhart-Prüss theorem for \(T\) is considered. Let \[ \int_0^1\|T(t)\|^2_{\operatorname{End} X}\,dt<\infty. \] Then the condition \(\sigma(T(1))\cap \mathbb T=\emptyset\) is equivalent to the simultaneous validity of the conditions \[ \sigma(\mathbb A_c)\cap\mathbb R=\emptyset \text{ and }\sup_{\lambda\in\mathbb R}\|R(i\lambda,\mathbb A_c)\|_{\operatorname{End} X}=M_1<\infty, \] where \(\sigma(T(1))\) is the spectrum of the operator \(T(1)\), \(\mathbb T=\{\lambda\in\mathbb C: |\lambda|=1\}\), and \(\sigma(\mathbb A_c)\) is the spectrum of the generator \(\mathbb A_c\in \operatorname{Gen}(T)\). Furthermore, an example of a semigroup of operators satisfying the Gearhart-Prüss theorem is given.
