Given a commutative \(S\)-algebra \(E\), and a commutative \(E\)-algebra \(A\), one would like to understand the structure of the homotopy groups of \(A\). One approach to this problem is to use operations from the cohomology theory represented by \(E\). Of particular interest are the power operations, defined by assembling extended power functors on the category of \(E\)-modules. Using these operations, the homotopy groups of \(A\) can be viewed via Dyer-Lashof theory. Recent work of Rezk has investigated the case where \(E\) is height \(2\) Morava \(E\)-theory and \(A\) is local with respect to the Morava \(K\)-theory spectrum \(K(2)\) at the prime 2. This paper is concerned with extending Rezk's work to the prime 3. The author explains that his methods should be useful for other contexts, and makes a careful explanation of the choices that he makes and why they might give insight for further investigations.
