In a brief note, \textit{A. Y. Gordon} [Usp. Mat. Nauk 31, No. 4(190), 257--258 (1976; Zbl 0342.34012)] showed that one-dimensional Schrödinger operators with almost periodic potentials which can be ``well'' approximated by periodic functions do not have any eigenvalues. Such potentials now bear his name. By contrast he gave an example of a quasi-periodic potential which does have eigenvalues. Similar results are proved here for certain potentials which are uniformly locally bounded complex Radon measures. The proof rests on sharp bounds on the difference of two solutions of the eigenvalue equation.
