    The nowadays classical spaces \(F^s_{p,q} (\mathbb R^n)\), \(s\in \mathbb R\), \(0<p<\infty\), \(0<q\leq \infty\), are generalized by \(F^{s,w}_{p,q} (\mathbb R^n)\) where \(w\) is a local Muckenhoupt weight which may grow or decay exponentially. Then \(F^{s,w}_{p,q} (\mathbb R^n)\) must be considered in the context of \(S'_e (\mathbb R^n)\), the dual of exponentially decaying \(C^\infty\) test functions. The authors characterize these spaces in terms of adapted maximal functions. The main assertion of the paper is an atomic characterization of these spaces for \(s\in \mathbb R\), \(0<p \leq 1\), \(p\leq q \leq \infty\). There are several applications, in particular, to mapping properties of local Riesz transforms.
