    Let \(A\) be a Banach algebra and \(V\) be a Banach left \(A\)-module. The strict topology on \(V\) is the locally convex topology generated by the family \(\{p_a : a\in A\}\) of semi-norms, where for \(a\in A\), \(p_a(v)=\| a.v\| \), \(v\in V\). The authors study the case of the space \(\ell^1(\Gamma,E)\), where \(\Gamma\) is a nonempty set and \(E\) a Banach space, considered as a Banach left module over \(c_0(\Gamma)\). Denoting by \(\mathcal F\) the set of all increasing sequences of finite subsets of \(\Gamma\) and by \(\mathcal R\) the set of all increasing sequences \((r_n)\) of positive numbers with \(r_n\to\infty\), the authors show that the family of sets \[ U((F_n),(r_n))=\left\{\varphi\in\ell^1(\Gamma,E) : \sum_{\gamma\in F_n}\| \varphi(\gamma)\| _E\leq r_n,\, n\in \mathbb N\right\}, \] for \((F_n)\in\mathcal F\) and \( (r_n)\in\mathcal R\), is a base of 0-neighborhoods for the strict topology \(\beta^1(\Gamma,E)\). The authors study various properties of the locally convex space \(X=(\ell^1(\Gamma,E),\gamma^1 (\Gamma,E))\) -- it is always complete, the topology \(\beta^1(\Gamma,E)\) agrees with the norm topology if and only if the set \(\Gamma\) is finite, and with the weak topology if and only if \(\Gamma\) is finite and \(E\) is finite-dimensional, characterizations of equicontinuous subsets are given. Also the space \(X\) is bornological (or barreled, or metrizable) if and only if \(\Gamma\) is finite. The obtained results are applied to the semigroup algebra \(\ell^1(S,E)\) with respect to the convolution product\((\varphi*\psi)(x)= \sum_{st=x}\varphi(s)\psi(t)\), where \(E\) is a Banach algebra and \(S\) is a semigroup.
