The Koecher-Maass \(D(s,F)\) series attached to a Siegel modular form \(F\) is the Mellin transform of \(F\); so, in a sense, it is naturally attached to an automorphic object. Moreover, it has an analytic continuation and satisfies a functional equation; it can also be proved that it has special values in the sense of Deligne. However, it is not a full-fledged \(L\)-function, because in general it does not admit an Euler product. In the paper under review, the authors define a twisted Koecher-Maass series for a Siegel modular form \(F\) that is a Hecke eigenform: \[ L^*(s,F,\chi) = \sum_T \frac{\chi(2^{\lfloor n/2\rfloor}\det T)c_F(T)}{e(T)(\det T)^s} \] where the sum runs over a complete set of representatives of \(\mathrm{SL}(n,\mathbb Z)\) equivalence classes of positive definite half-integral symmetric matrices of degree \(n\), \(c_F(T)\) is the \(T\)-th Fourier coefficient of \(F\) and \(e(T)=\#\{U\in \mathrm{SL}(n,\mathbb Z): T[U]=T\}\). In the case when \(F\) is a Duke-Imamoglu-Ikeda (DII) lift, the author proves explicit formulas such as: Let \(\chi\) be a primitive Dirichlet character mod \(N\), \(I_n(h)\) be the DII lift of an \(h\) in the Kohnen plus space, \(S(h)\) be its Shimura lift and \(R(s,h,E_{n/2+1/2},\chi)\) be the twisted Rankin-Selberg \(L\)-function of \(h\) with Cohen's Eisenstein series of weight \(n/2+1/2\). Then we have \[ \begin{multlined} L^*(s,I_n(h),\chi)=c_nR(s,h,E_{n/2+1/2},\chi)\prod_{j=1}^{n/2-1}L(2s-2j,S(h),\chi^2)\\ + d_n c_h(1)\prod_{j=1}^{n/2}L(2s-2j+1,S(h),\chi^2) \end{multlined} \] where \(c_n,d_n\in\mathbb Q^\times\). Not only is such an explicit formula of interest in its own right, the author uses this result to prove some results on the algebraicity of special values of the Rankin-Selberg \(L\)-function mentioned above. They also prove some results relating their twisted Koecher-Maass series to another defined by \textit{Y. Choie} and \textit{W. Kohnen} [Pac. J. Math. 198, No. 2, 373--383 (2001; Zbl 1054.11024)].
