In this paper, large parts of the dual Brunn--Minkowski theory are extended from star-shaped sets to bounded Borel sets. Inequalities that are generalized in this way concern chord-power integrals, moments of random simplex volumes, and dual affine quermassintegrals. Further, new Brunn--Minkowski type results, for radial sums and dual affine quermassintegrals, and a generalization of the Busemann intersection inequality are obtained. The discussion of some equality cases is based on new geometric results of independent interest. So it is proved that a bounded Borel set, almost all of whose planar sections of a fixed positive dimension are essentially (that is, up to sets of measure zero) convex (are essentially ellipsoids), is itself essentially convex (respectively, essentially an ellipsoid).
