The authors present a theoretical analysis of the title problem. The ensuing results have applications in practical engeneering design problems. Following a general existence result, the authors provide a stability analysis using standard perturbation theory. An application with a centrifugal vibrator is then presented and discussed. The application leads to a method for avoiding harmful effects of passing through resonance. The paper, although mathematical, is clearly written so that it could be of interest and use to mechanical designers as well as theoreticians working with stability in non-ideal systems.
