In [\textit{O. Bourget, J. S. Howland} and \textit{A. Joye}, Commun. Math. Phys. 234, No. 2, 191--227 (2003; Zbl 1029.47016)], Floquet operators \(U(\beta,\theta), U(\beta,\theta)^+\) are defined in \(\ell^2(\mathbb{Z}), \ell^2(\mathbb{N})\) respectively for \(\theta \in [0,2\pi)\) and \( \beta \) rational, which have coincident absolutely continuous spectra, and the point spectrum of \(U(\beta,\theta)^+\) consists of a finite number of simple eigenvalues in the resolvent set of \(U(\beta,\theta).\) Here a rank one perturbation \(U_{\lambda}(\beta,\theta)^+\) of \(U(\beta,\theta)^+\) is studied. It is proved that for \(\beta\) irrational, \(U_{\lambda}(\beta,\theta)^+\) has only point spectrum for all \(\lambda \in [0,2\pi),\) with exponentially decaying eigenfunctions, and for some irrational \(\beta\) and \(\lambda \in [\pi/6, \pi/2],\) the associated physical system is dynamically unstable.
