    For \(n\geq0\) let \(M\) be a flat Riemannian \((n+2)\)-dimensional manifold with a connected closed group \(G\) of isometries such that the action of \(G\) on \(M\) has cohomogeneity two, in the sense that the dimension of every orbit of \(G\) is at most~\(n\). The main theorem of the paper under review says that if there exists at least one fixed point for \(G\), then \(G\) is compact and one of the following assertions holds: either \(M\) is isometric to \({\mathbb R}^{n+2}\) and the principal orbits are homogeneous hypersurfaces of spheres, or \(M\) is isometric to \({\mathbb R}^{n+2}/\Gamma\) for some subgroup \(\Gamma\) isomorphic to \({\mathbb Z}\) and every principal orbit is isometric to an \(n\)-dimensional sphere. In the first case the fixed-point set for \(G\) is either a singleton or homeomorphic to a line, while in the second case it is homeomorphic to a circle.
