The first part of the paper contains the theory of weak Morrey spaces. This theory is applied to the investigation of the Cauchy problem in Navier-Stokes equations \[ \begin{aligned} &\frac{\partial v}{\partial t}-\Delta v+(v\cdot\nabla)v+\nabla p=0,\quad \text{div}\,v=0, \quad x\in\mathbb R^n,\quad t>0,\\ &v(x,0)=v_0(x), \quad x\in R^n,\end{aligned}\tag{1} \] where \(v_0\) is a given divergence free vector. It is proved that the problem (1) is time-global well-posed in weak Morrey spaces under the condition of the smallness of the initial data \(v_0\). Moreover the authors obtain the existence and uniqueness of self-similar solutions to the problem (1). This result holds for singular initial data with a self-similar structure.
