    Let \(X\) be a smooth projective variety over \(\mathbb Q\), and \(S\) a finite set of primes such that \(X\) has a projective smooth model \({\mathcal X}\) over \(U :=\) Spec\(({\mathbb Z}[{1\over S}])\). The localization sequence in \(K\)-theory yields a residue map \[ \partial : H^{1}(X,{\mathcal K}_{2}) \to \bigoplus_{p\in U}\text{Pic}(X_{p}), \] where \(X_{p}\) is the fiber of \({\mathcal X}\) at the prime \(p\). A consequence of the conjectures of Tate and Beilinson, implies the conjecture that the cokernel of \(\partial\) is torsion. The results of this paper provide modest, albeit interesting evidence in support of this conjecture, in the special case where \(X\) is a self-product of a modular curve (in the sense defined in the paper), and where \(U\) is replaced by a set of primes satisfying certain conditions outlined in this paper. As an application, the author is then able to yield some finiteness results related to the torsion part of CH\(^{2}(X)\), extending the ideas of earlier works of \textit{A. Langer} and \textit{S. Saito} [Duke Math. J. 85, 315--357 (1996; Zbl 0880.14001)]. A key ingredient in this paper is the existence of certain elements in the \(K\)-cohomology groups, constructed by \textit{M. Flach} [Invent. Math. 109, 307--327 (1992; Zbl 0781.14022)] and \textit{S. Mildenhall} [Duke Math. J. 67, 387--406 (1992; Zbl 0788.14004)].
