      In partial differential equation-constrained control problems, image processing or data fitting, the numerical evaluation of fractional Sobolev norms constitutes a crucial ingredient. In this interesting paper, the author proposes a unified construction of Riesz matrices for both finite element and biorthogonal wavelet discretizations. The aim is to evaluate Sobolev norms from given coefficient expansions. The author presents a framework which realizes the complete set of criteria for finite elements and non-negative order of smoothness, and for biorthogonal wavelets and arbitrary order of smoothness. It is derived from the concept of additive multilevel preconditioners in the spirit of BPX-type methods [cf. \textit{J. H. Bramble, J. E. Pasciak}, and \textit{J. Xu}, Math. Comput. 55, No. 191, 1--22 (1990; Zbl 0703.65076)] and wavelet methods. This construction delivers a wider range of exactness than the currently known constructions and is computable in linear time.
