The authors generalize the notion of a transversely holomorphic structure by assuming that the tangent structure is only topological (not \(C^{\infty}\)). This generalization is called the transversely complex manifold. They define a notion of \(C^{\infty}\) principal bundle over transversely complex manifolds. For any pair of holomorphic structures on this transversely differentiable principal bundle, certain naturally associated elements of the Dolbeault cohomology of the foliated space are constructed and studied. The construction of these cohomology classes are inspired by the construction of the Chern-Simons secondary invariants of flat vector bundles.
