The author discusses an obstruction theory to modify equivariant framed maps on even-dimensional compact smooth manifolds to homology equivalences by equivariant surgery. This generalizes the nonequivariant treatment of \textit{S. E. Cappell} and \textit{J. L. Shaneson} [Ann. Math. (2) 99, 277--348 (1974; Zbl 0279.57011)]. The author defines abelian groups \(\Gamma_{\lambda}(\mathcal F)_{\mathcal N}\) and \(\Gamma_{\lambda}(\mathcal F)_{\mathcal M}\) as surgery obstruction groups (which are proved to be naturally isomorphic). For a degree-one, \(G\)-framed map \(\mathbf f=(f,b)\) between two \(2k\)-dimensional \(G\)-manifolds \((X, \partial X)\) and \((Y,\partial Y)\), under the gap condition \(\dim X^g < \dim X /2\) for all \(g\in G-\{e\}\) and certain conditions on fixed-point sets, an element \(\sigma_{\mathrm{CS}}(\mathbf f) \in \Gamma_{(-1)^k}(\mathcal F_{f^*\widetilde{Y},R})_{\mathcal N}\) is defined as the surgery obstruction of performing \(G\)-equivariant surgery to obtain an \(R\)-homology equivalence, where \(R = \mathbb Z\) or \(\mathbb Z_{(p)}\) for a prime \(p\). If \(\mathbf f\) is \(R\)-suitable, then an obstruction \(\sigma (\mathbf f) \in \Gamma_{(-1)^k}(\mathcal F_{\widetilde{X},R})_{\mathcal M}\) is defined and the equality \(\sigma (\mathbf f)_{\mathbb Z[\widetilde {G}_Y]}=\sigma_{\mathrm{CS}}(\mathbf f)\) holds in \(\Gamma_{(-1)^k}(\mathcal F_{\widetilde{X},R})_{\mathcal M}\). The author also proves that the surgery obstruction \(\sigma_{\mathrm{CS}}(\mathbf f)\) of geometric connected sum is related to algebraic induction.
