    Let \(k\in (0,2)\) be a fixed number and let \(\chi\) be a primitive character modulo \(q\) with the corresponding \(L\)-function \[ L(s,\chi) =\sum_{n=1}^\infty \chi(n)n^{-s}\qquad(\text{Re}\, s >1). \] Then, under the Generalized Riemann Hypothesis, the author proves that, as \(T\to\infty\), \[ (a_{k,q}+o(1))T(\log T)^{k^2} \leqslant I_k(T,\chi) \leqslant \left({2 \over(k^2+1)(2-k)}a_{k,q}+o(1)\right)T(\log T)^{k^2} , \] where \[ I_k(T,\chi) := \int_0^T|L(\textstyle{1\over2}+it,\chi)|^{2k}\,dt \] and \[ \begin{multlined} a_{k,q} := {1\over\Gamma(k^2+1)}\prod_p \left(1-{|\chi(p)|^2\over p}\right)^{k^2}\\ \times\sum_{m=0}^\infty\left({k(k+1)\ldots(k+m-1)\over m!}\right)^2|\chi(p^m)|^2p^{-m}. \end{multlined} \] This proof is based on the work of \textit{D. R. Heath-Brown} [Q. J. Math., Oxf. II. Ser. 44, 185--197 (1993; Zbl 0798.11031)] who assumed the Riemann Hypothesis and proved the analogue of the above inequalities for the Riemann zeta-function \(\zeta(s)\) when \(\text{Re}\, s = 1/2\) (i.e., the case when \(q=1\)).
