    The authors study distribution semigroups on \({\mathbb R}_{+}=(0,\infty)\) by means of strongly continuous degenerate semigroups of linear operators. Such a class of distribution semigroups arises in the study of certain types of linear differential inclusions with a noninvertible operator. A relationship between distribution semigroups and a degenerate semigroup of linear operators on the open right half-line is established by using the spectral theory of linear relations. As applications, some necessary and sufficient conditions are given guaranteeing the existence and uniqueness of a generalized bounded solution for linear differential inclusions.
