    The main theorem of this paper applies to symplectic manifolds \((M_k,\omega_\varepsilon)\) obtained from \({\mathbb C}{\mathbb P}^2\) by \(k\) simultaneous symplectic blow-ups of the same normalized symplectic area (or size) \(\varepsilon\), where \({\mathbb C}{\mathbb P}^2\) is endowed with the Fubini-Study form that is normalized such that the size of \({\mathbb C}{\mathbb P}^1\) (\(\subseteq{\mathbb C}{\mathbb P}^2\)) is equal to~1. One proves that if \(\varepsilon=1/n\) for some integer \(n\geq1\), then \((M_k,\omega_\varepsilon)\) allows for an effective action of the 2-dimensional torus if and only if \(k\leq3\). Moreover, \((M_k,\omega_\varepsilon)\) is effectively acted on by the 1-dimensional torus if and only if \(\varepsilon<1/(k-1)\).
