\textit{M. Kashiwara} and \textit{P. Schapira} [Ind-sheaves. Astérisque. 271. Paris: Société Mathématique de France, (2001; Zbl 0993.32009)] defined the notion of proper stack on a locally compact topological space, and they showed that a proper stack is a stack. In the present article this notion of proper stack is generalized to a site associated to a small category, and the main result is that such a proper stack is also a stack.
