    [For part I see Rev. Mat. Iberoam 19, 425--454 (2003; Zbl 1057.18006).] Given a topological space \(X\) with a stratification \(\Sigma\) consisting of locally closed subsets. Then, a mapping \(p:\Sigma\rightarrow {\mathbb N}\), called a perversity function, gives rise to a category of perverse sheaves. A sheaf is perverse if it satisfies certain vanishing conditions of homological nature of big degree on strata of big perversity. The category of perverse sheaves plays a major rôle in various constructions in representation theory or algebraic geometry. The authors construct in their paper a category \(R(p)\) of `local data', called gluing data, consisting of families of sheaves on the strata with compatibility conditions with respect to certain transfer mappings. The authors then show that this category is abelian and equivalent to the category of perverse sheaves on \(X\) with respect to the stratification and the perversity function \(p\). Moreover, they give an explicit functor and an explicit quasi-inverse. This allows the authors to show certain lifting conditions to the complex category or to the homotopy category of complexes of sheaves.
