    Let \(S\) and \(T\) be linear spaces of sequences of numbers. The mapping problem for \(S\) and \(T\) asks which conditions on an infinite matrix \(A=(a_{ij})\) are equivalent to the condition that the matrix operator \(A\) maps \(S\) into \(T\). For instance, the \(\ell^p-\ell^q\) mapping problem for factorable matrices \(M(\mathbf{a},\mathbf{b})\) was studied by \textit{G. Bennett} [Q. J. Math., Oxf. (2) 42, 149--174 (1991; Zbl 0751.26007)]. Note that a factorable matrix \(M(\mathbf{a},\mathbf{b})=(m_{nk})\) is defined by non-negative sequences \(\mathbf{a}=(a_n)_{n\geq 1}\) and \(\mathbf{b}=(b_n)_{n\geq 1}\) trough \(m_{nk}=a_nb_k\) if \(k=1, \dots, n\) and \(m_{nk}=0\) otherwise. Let \(w(p)\), where \(0<p<\infty\), denote the space of strongly Cesàro summable sequences of order \(1\) and index \(p\); i.e., a sequence \(\mathbf{x}=(x_n)_{n\geq 1}\) is in \(w(p)\) if and only if there exists a number \(L\) depending on \(\mathbf{x}\) satisfying \(\sum_{k=1}^{n}| x_k-L|^p=o(n)\) as \(n\to\infty\). It is reasonable to interpret \(w(\infty)\) as \(c\), the space of convergent sequences. The sequences in \(w(p)\) for which \(L=0\) form the subspace \(w_0(p)\) of \( w(p)\). In particular, \(w_0(\infty)=c_0\). In the paper under review, necessary and sufficient conditions are given for a factorable matrix \(M(\mathbf{a},\mathbf{b})\) to map \(w_0(p)\) into \(w_0(q)\) for all \(0<p,q\leq\infty\), except for the case \(0<q<p\leq 1\), which is treated in Part II [ibid. 341, No. 1, 689--693 (2008; Zbl 1136.47020).]
