    The author studies the spectral properties of a class of unbounded Jacobi matrices, mainly in the case where the matrix elements are of the form \(a_{n}=n^{a}+\alpha_{n}\), \(b_{n}=\lambda(n^{a}+(n-1)^{a})+\beta_{n}\), where \(a>0\), \(\lambda\in\mathbb R\), and \({{\alpha_{n}}\over {n^{a}}}\) and \({{\beta_{n}}\over {n^{a}}}\) are small in certain sense. He uses the conjugate operator method of Mourre and decomposes the operator \(H\) as the sum \(H=H_{0}+V\) of the unperturbed model corresponding to the case \(\alpha_{n}=\beta_{n}=0\) and the perturbation \(V\). The key step of the study is to construct a locally conjugate operator \(A\) to \(H_{0}\) in Mourre's sense.
