    In systems containing a non-uniform distribution of \(q\) values, the application of the non-existence statistics based on a \(q\)-entropy has not been examined thoroughly. The present work is trying to overcome the difficulty caused by the failure of the usual non-additivity rule of entropy by introducing a more general one prescribed by the zeroth law of thermodynamics. It is shown that \(q\)-entropy \(S_q\) is unique in the context of incomplete statistics by using the un-normalized \(q\)-expectation.
