The issue of stability under disturbancies of a special form is discussed. The problem was formulated (and solved for a special case) in the work of A. I.~Lurie in 1951. Later, this issue was called the Lurie problem (the absolute stability problem). For different classes of dynamical systems described by ODEs or by equations with aftereffect, the problem was intensively investigated in 1960--70's in the framework of the theory of automatic control. In the present work, Lurie's problem is being analyzed for impulsive control systems with time delay. Both linear and nonlinear systems are considered. Absolute stability criteria (there are four of them) are proved. The proof is based on Lyapunov functionals of a special form. The main results of the paper are illustrated with examples.
