The aim of this work is to construct invariants of \(4\)-dimensional piecewise-linear (PL) manifolds, similar to the invariants of \(3\)-manifolds described in [\textit{I. G. Korepanov}, J. Nonlinear Math. Phys. 8, 196--210 (2001; Zbl 0986.57008) and \textit{I. G. Korepanov} and \textit{E. V. Martyushev}, ibid. 9, 86--98 (2002; Zbl 1017.57008)]. A natural interpretation of one of the \(3\)-dimensional case constructions in terms of a calculation of the torsion of some properly associated acyclic complex gives rise to a research plan in dimension four, described in a series of three papers of which the present work is the second one. The main tool used in this context is the notion of \textit{edge deviation} and the core of the present paper is to relate edge deviations with moves \(2\leftrightarrow 4\), i.e. replacements of a cluster of two \(4\)-simplices with a cluster of four \(4\)-simplices, and vice versa.
