Let \(\text{Gr}(h,r)\) denote the Grassmannian of all complex \(h\)-dimensional linear subspaces of \(\mathbb P^r\). For any integral projective variety \(X \subset \mathbb P^r\), \(X(h,k)\), \(0 < h \leq k \leq r\), denote the closure in \(\text{Gr}(h,k)\) of the union of all \(h\)-spaces contained in a \(k\)-space spanned by \(k+1\) points of \(X\). Here the authors give a classification of all surfaces \(X\) such that \(X(1,k)\) has not the expected dimension.
