    The paper deals with normal complex surface singularity germs. The author introduces a new class of such singularities: a Neumann-Wahl complete intersection singularity (cis). The construction goes as follows: Let \(A\) be an exceptional set of the resolution of some surface singularity, which has a star-shaped dual graph with \(m\) ending points and \(s\) nodes. Moreover the \(i\)-th node cuts \(A\) onto \(d_i\) branches. To the \(i\)-th node there are associated \(d_i-2\) quasihomogeneous polynomials which are linear forms (in general position) of \(d_i\) monomials corresponding to branches. The monomials are products of variables corresponding to ends of \(A\). The powers depends only on topological properties of branches. All together there are \(m-2\) polynomials in \(m\) variables. A germ at the origin of the zero set of these polynomials is a complete intersection singularity called by the author a Neumann-Wahl cis. The main result of the paper is that the universal abelian cover of a rational or minimally elliptic singularity is an equisingular deformation of a Neumann-Wahl complete intersection singularity.
