The author studies the boundary value problem \(\frac{\partial u}{\partial n}+uh=g\) in \(L_p\) for the Laplace equation on open sets with locally Lipschitz boundary. The solution of the problem is searched for in the form of a single layer potential. Then the problem is reduced to an integral equation in \(L_p\). The author develops in detail a theory of the problem in \(L_p\) known before for open sets with bounded cyclic variation. She studies the essential spectral radius of the corresponding operator and constructs the Neumann series. Remark: The Neumann series cannot be recognized as an explicit form solution as the author asserts.
