Given any real \(\alpha\), the summation operator \(S_\alpha\) on \(\mathbb R^n\) may by represented as an \(n\times n\) lower triangular matrix in which the \((i,j)\) entry is given by \((-1)^{i-j}\binom{-\alpha}{i-j}\). If \(\alpha>0\), \(S_\alpha\) is closely related to the Toeplitz matrix with Fisher-Hartwig symbol \((2-2\cos u)^\alpha\). In this paper bounds for the singular values of \(S_\alpha\) are obtained, by means of which the convergence rates of the distributions of the singular values are established.
