The author studies the diffraction of cylindrical acoustic waves by an absorbing half-plane in a moving fluid introducing Myers' condition [\textit{M. K. Myers}, J. Sound Vib. 71, 429--434 (1980; Zbl 0448.76065)] and presents an improved analytic solution for the diffracted field. The author believes that the importance of the work lies in the fact that Myers' condition (a generalization of Ingard's impedance condition) is now the accepted form of boundary conditions for impedance barriers, and hence can yield a correct form of the field. The method of solution employs Fourier transform, Wiener-Hopf technique, and a modified method of stationary phase.
