The authors consider the length spectrum for the set of closed geodesic loops in constant curvature complex. The proposition formulated in the title of the paper is proven. This supplements the result on p. 122 of the book \textit{M. R. Bridson} and \textit{A. Haefliger} [Metric spaces of non-positive curvature. [Grundlehren der Math. Wiss. 319 (Berlin: Springer) (1999; Zbl 0988.53001)] stating the discreteness of the length spectrum for the set of geodesics connecting two fixed points. The result follows from the Morse-Sard theorem and the fact that every real semi-algebraic set has a finite number of components.
