There is little mathematical analysis in this paper. There are few equations and the analysis is substantially verbal. The authors discuss the difficulties associated with the radiation from a moving charge. In particular, they discuss the problem of an observer coaccelerated with a moving charge and whether the charge radiation can be observed, and give accounts of various theories. They come to the conclusion that the coaccelerated observer will in fact observe what any other observer observes and that the Boulware theories are invalid.
