The author treats mathematically an inhomogeneous magnetic meta-material with periodic laminar structure applying the variational method in solving the system of Maxwell's equations with corresponding initial and boundary conditions. As as result of this procedure, the electric permittivity of the system is obtained analytically for a composition of two materials with different relative positive permittivity but same negative magnetic permeability.
