    The author studies the long-time asymptotic behavior of the fluctuation stochastic partial differential equation in the Kuramoto synchronization model. The dynamics of the SPDE as time goes to infinity is deeply linked to the spectral properties of the underlying evolution operator \(L\). The first goal of the paper is to state a spectral decomposition of this operator, based on perturbation arguments from the non-disordered case. The spectral analysis of the operator is mostly carried out in spaces of distributions. The author states an analogous existence of a Jordan block for the operator \(L\). The second goal of this paper is to prove that \(L\) generates an analytic semigroup of operators with spectrum lying in the complex half-plane with negative real part. The conclusion of the paper is that the Kuramoto model is not self-averaging at the level of fluctuations: the dynamics of the quenched fluctuations are still disorder-dependent.
