The authors study polynomial rings in infinitely many variables (organised in a matrix with a finite number of rows and an infinite number of columns) and ideals invariant under the natural actions of row and column permutations, respectively. If the characteristic of the coefficient field is either zero or greater than the number of rows, then it is known from previous works that every invariant ideal is finitely generated (as an invariant ideal). The authors now exhibit for any other characteristic an invariant ideal that is not finitely generated.
