This article considers a special case of the open problem of the existence of a lower bound on \(K\) for \(K\)-quasiconformally homogeneous Riemann surfaces. Let \(M\) be a Riemann surface and let \(\mathcal{F}\) be the family of all \(K\)-quasiconformal homeomorphisms of \(M\). The Riemann surface \(M\) is said to be \(K\)-quasiconformally homogeneous if for each pair of points \(p,q\in M\) there is a map \(f\in \mathcal{F}\) such that \(f(p)=q.\) Further, if all \([f]\subset \mathcal{F}\) act trivially on \(H_1(M;\mathbb{Z}),\) the first homology group of \(M\), the closed Riemann surface \(M\) is said to be Torelli-\(K\)-quasiconformally homogeneous. A recent question is whether there exists a uniform lower bound on \(K\) for \(K\)-quasiconformally homogeneous hyperbolic manifolds. \textit{P. Bonfert-Taylor} et al. [Math. Ann. 331, No. 2, 281--295 (2005; Zbl 1063.30020)] showed that, for dimension \(n\geq 3\), there exists a universal constant \(K_n>1\) such that for any \(K\)-quasiconformally homogeneous hyperbolic \(n\)-manifold other than \(\mathbb{D}^n\), \(K\geq K_n\). For two-dimensional surfaces such a classification is shown to be false [\textit{P. Bonfert-Taylor} et al., Bull. Lond. Math. Soc. 43, No. 1, 57--62 (2011; Zbl 1213.30045)]. There are a few papers where this question has been studied in dimension two, and the existence of such bounds for specific classes of hyperbolic surfaces has been shown. \textit{F. Kwakkel} and \textit{V. Markovic} [J. Anal. Math. 113, 173--195 (2011; Zbl 1223.30006)] showed the existence of a lower bound on \(K\) for hyperbolic genus-zero surfaces other than \(\mathbb{D}^2\). Here, the author studies closed hyperbolic Riemann surfaces of arbitrary genus pertaining to the homological action of the family of quasiconformal maps. The main theorem of the article says that there exists a universal constant \(K_T>1\) such that if \(M\) is a Torelli-\(K\)-quasiconformally homogeneous closed hyperbolic Riemann surface, then \(K\geq K_T\).
