In the paper, for each global field \(K\), the author constructs and studies two basic arithmetic functions \(M_\sigma^{K}(z)\) and its Fourier dual \({\widetilde M}_\sigma^{K}(z)\), \(z=\sigma+it\), \(\sigma>\frac{1}{2}\). These functions are closely related to the density measure for the distribution of values on \(\mathbb C\) of the logarithmic derivatives of \(L\)-functions \(L(s,\chi)\), where \(s\) is fixed and \(\chi\) runs over infinite family of Dirichlet or Hecke characters on \(K\). The one of results says, that there exits a unique continuous function \(M_\sigma(z)\), \(\sigma>\frac{1}{2}\), and \(z\) such that \[ {\widetilde M}_\sigma(z)=\int_\mathbb C M_\sigma(w)\psi_z(w)\,|d w|, \quad M_\sigma(z)=\int_\mathbb C {\widetilde M}_\sigma(w)\psi_{-z}(w)\,|dw|. \] It is non-negative real valued, and \[ \int_\mathbb C M_\sigma(z)\,|dz|=1. \] (Here \(\psi_z: \mathbb C \to \mathbb C^1\) is the additive character \(\psi_z(w)=\exp(i\cdot \text{Re} ({\overline z}w))\) parametrized by \(z \in \mathbb C\), and \(|dw|\) denotes the self-dual Haar measure on \(\mathbb C\).) Also, the connections with the Bohr-Jessen type value-distribution for the logarithms or logarithmic derivatives of \(\zeta_K(\sigma+i\tau)\), where \(\sigma\) is fixed and \(\tau\) varies, are discussed.
