    This paper is a continuation of the authors' previous paper [Publ. Res. Inst. Math. Sci. 44, No. 2, 315--369 (2008; Zbl 1151.14029)] where \(\mathbb Q\)-conic bundle germs over a singular base with irreducible central fiber are completely classified. Recall that a \(\mathbb Q\)-conic bundle germ \(f:(X,C)\to (Z,o)\) is a proper morphism from a threefold with terminal singularities to the germ of a normal surface such that \(f_*\mathcal O _X=\mathcal O_Z\) and \(-K_X\) is \(f\)-ample. In this paper, the authors classify \(\mathbb Q\)-conic bundle germs such that \(C\) is reducible and the base surface \((Z,o)\) is singular. As a corollary, they deduce Reid's general elephant conjecture for \(\mathbb Q\)-conic bundle germs over a singular surface \((Z,o)\). Namely they show that a general member \(F\in |-K_X|\) has only Du Val singularities.
