The authors consider the degenerate linear delay differential equation \[ E\dot{x}(t)=Ax(t)+\sum_{i=1}^mB_ix(t-\tau_i)+\sum_{i=1}^mC_i\dot{x}(t-\tau_i), \] where \(x\in\mathbb{R}^n\), \(\det E=0\), the matrix couple \((E,A)\) is regular, \(\tau_i>0\), and the linear delay equation \[ \dot{x}(t)=Ax(t)+\sum_{i=1}^mB_ix(t-\tau_i)+\sum_{i=1}^mC_i\dot{x}(t-\tau_i). \] It is proved that the zero solution of these equations is asymptotically stable if and only if the real parts of all roots of the corresponding characteristic equations are negative.
