    For a finite group \(G\) we denote by \(L(G)\) the set of all subgroups of \(G\) and by \(C(G)\) the set of all cyclic subgroups of \(G\). Consider \(C_1\) (respectively, \(C_2\)), the class consisting of all finite groups \(G\) which satisfy the inequality \(\sum|H|\leq 2|G|\), \(H\in L(G)\) (respectively, \(\sum|H|\leq 2|G|\), \(H\in C(G)\)), where by \(|G|\) we denote the order of group \(G\). Clearly, \(C_1\) is properly contained in \(C_2\). Also, finite cyclic groups of deficient or perfect order are contained in both \(C_1\) and \(C_2\), but at first sight it is difficult to characterize finite groups in these classes. Therefore they must be investigated more carefully. Their study is the main goal of this paper.
