Based on the considerations in part I [ibid. 7, No. 3-4, 331-369 (1996; reviewed above)], the authors present a technique to design windows for the construction of local orthogonal bases. They emphasize the two-dimensional case, both in continuous and discrete time. Moreover, they consider the questions of polyphase normalization and optimal window design.
