The paper deals with torsion-free extensions \(A\) of a completely decomposable group \(W\) by a cyclic \(p\)-group. It is shown that \(A=H\oplus L\) where \(H\) is completely decomposable and \(L\) is a cyclic \(p\)-primary extension of a completely decomposable group \(W=\bigoplus_\rho W_\rho\) such that each \(W_\rho\) has rank one. A necessary and sufficient condition is found for \(W\) to be regulating in \(A\), and an indecomposability criterion is derived. Finally it is shown that an indecomposable group with a cyclic \(p\)-primary regulating quotient has a single isomorphism class of regulating quotients. These results were also obtained by \textit{A. Mader} and \textit{C. Vinsonhaler} [J. Algebra 177, No. 2, 463-492 (1995; Zbl 0862.20041)].
