Let \(\xi\) be an entire function of order \(<2\) with \(\xi(0)\neq 0\), which satisfies a functional equation \(\xi(1-s)=w\overline{\xi(\overline{s})}\), \(|w|=1\). Let \[ \log \xi\left(\frac{t}{t-1}\right)=\log\xi(0)+\sum_{n=1}^\infty b_n\frac{t^n}{n}. \] The author shows that for a general class of functions \(\xi\) which includes the completed Artin \(L\)-functions which satisfy Artin's conjecture, the inequalities \(\text{Re}\,b_1\geq 0,\dots,\text{Re}\,b_N\geq 0\) for large \(N\) imply the existence of a certain zero-free region for \(\xi\), and conversely, a zero-free region of \(\xi\) implies a certain number of the inequalities \(\text{Re}\,b_n\geq 0\) to hold. Furthermore, the inequality \(\text{Re}\,b_2\geq 0 \) implies the existence of a small zero-free region near \(1\), and this gives a condition in \(\xi(1),\xi'(1),\xi''(1)\) for \(\xi\) to have no Siegel zero.
