Let \[ Q_{n,m}(p,a)=\left ({\zeta(p,a) - \sum_{\nu=0}^{n}(\nu+a)^{-p}}\over{\zeta(p,a) - \sum_{\nu=0}^{m}(\nu+a)^{-p}}\right )^{1\over{p-1}}, \] where \(m,n\in {\mathbb Z}\) with \(m>n \geq 0, p>1, a>0\) and \(\zeta(s,a) (s\in{\mathbb C},a>0)\) denotes the Hurwitz zeta function. Using merely elementary analysis, the author proves the best possible double inequality \[ \lim_{x\to \infty}Q_{n,m}(x,a) = {{m+1+a}\over{n+1+a}} <Q_{n,m}(p,a) <exp\left (\sum_{\nu=n+1}^{m}{1\over{\nu+a}} \right )=\lim_{x\to1 }Q_{n,m}(x,a) ) \] for \(m,n \in{\mathbb Z}\) with \(m>n \geq 0, p>1, a>0.\) This theorem extends and refines the inequality of \textit{G. Bennett} \[ Q_{n,m}(p,1) < {{m+1}\over {n+1}} \] for \(m,n\in{\mathbb Z},m>n \geq 0, p>1\) [Linear Algebra Appl. 82, 81--98 (1986; Zbl 0601.15014)].
