    In this well written and important paper the author's aim is to obtain a topological classification of complete Riemannian manifolds whose holonomy groups are cyclic and whose fundamental groups are isomorphic to a fixed group \(\Gamma\). Towards this end the author proves the following theorem cited as Theorem 3.2 in the paper. ``Let \(M\) be a complete, connected \(m\)-dimensional Riemannian manifold with cyclic holonomy group and let \(X\) be a closed \(n\)-dimensional flat manifold homotopy equivalent to \(M\). Suppose that \(L\) is a nolcyc bundle over \(X\) and \(\dim M> \dim X\). A nolcyc bundle is defined as a non-orientable line bundle \(L:EL\to X\) such that \(EL\) is a complete flat Riemannian manifold with cyclic holonomy and \(X\) is a totally geodesic submanifold of \(EL\). Then \(M\) is diffeomorphic to either \(X\times\mathbb{R}^{m-n}\) or to the total space of \((X\times\mathbb{R}^{m-n-1})\otimes L\)''. This theorem combined with a result of Charlap cited as [\textit{L. Charlap}, Bieberbach groups and flat manifolds, Springer (1986; Zbl 0608.53001)] in the paper, gives a topological classification of complete Riemannian manifolds whose holonomy groups are cyclic and whose fundamental groups are isomorphic to a fixed group.
